The Integrated Intelligent Computer System (IICS) project is both a Private and Public initiative. It is funded by the Government of Uganda under the Presidential Support to Scientists’ Initiative and also initiating Private entities.

1.1    Background

Government of Uganda has for long, worked towards digitizing Health Services Delivery and improving accountability in Government Hospitals. IICS Technologies developed an Integrated Health Information Management System Software (IHFMIS) as a means of achieving the digitization of the Health Service Delivery in Uganda, which it handed over to the Government of Uganda.

With that, Government transited the IICS Technologies Ltd being the developer of the Software to build other modules and to continuously maintain it for critical and urgent installations in different health facilities.

The Following Positions are available:

1.            SOFTWARE DEVELOPERS (5 Positions)

Duty station: Kampala

Reports to: The Team Leader -Software Development

Role Definition: To develop and implement new software programs and to test and maintain software development life cycle (SDLC)

 

Key responsibilities

1. Develop and implement new software programs,

2.Clearly and regularly communicate with management and technical support colleagues,

3. Design, troubleshoot, debug and update software database and upgrading existing systems,

4. Write well designed, testable code,

5. Test and maintain SoftwareDevelopment Life Cycle (SDLC),

6. Develop flow charts, layouts and documentation to identify requirements and solutions,

7. Produce specifications and determine operational feasibility,

8. Integrate software components into a fully functional software system,

9. Develop software verification plans and quality assurance procedures,

10. Document and maintain software functionality,

11. Deploy programs and evaluate user feedback,

12. Comply with project plans and industry standards,

13. Conferring with Project Managers to obtain information on limitations or capabilities,

14. Perform any other duties that may be assigned from time to time.

Specifications.

a)    Bachelor’s Degree in Computer Science, Software Engineering or Electrical Engineering,

b)   3 – 5 years’ experience,

c)    Programming in web-based applications: Java technologies, Dot Network platforms Pearl and Python,

d)   Expertise in application development tools and development environments,

e)    Software design, documentation and debugging skills,

f)     Knowledge of Software Development Life Cycle.

g)    The desire to work in fast paced environment

h)   Ability to develop unit testing of code components or complete applications

 

2.            JUNIOR SOFTWARE DEVELOPER (3)

Duty station: Kampala

Reports to: The Team Leader – Software development

 

Role Definition: This is an entry level software developer that assist the development team with all aspects of software design and coding. Their Primary role is to learn the codebase, attend and design meetings, write basic code, fix bugs and assist the development team in all design related tasks

 

Key responsibilities

1. Develop and implement new software programs,

2.Clearly and regularly communicate with management and technical support Colleagues,

3.            SYSTEMS ANALYST AND DESIGNERS – 3 Posts

Duty station: Kampala

Reports to: The Team Leader - Software Development

Role Definition:  To develop and implement new software programs and to test and maintain software development life cycle (SDLC)

 

Purpose of the Job

Systems Analysts analyse how well software, hardware and the wider IT system fit the business needs of their employer or of a client. They write requirements for new systems and may also help implement them and monitor their effectiveness. Systems Designers work with the organization to understand the problems with their information systems and develop ways to improve processes. Problem-solving skills are critical to helping systems designers analyze the cause of the problem and find solutions using their technical knowledge.

 

Key Responsibilities

1.   People Management

2.   Gathering information from consumers about program functionality. (Requirements Gathering)

Governance and Processes

3.   Assist in the collection and documentation of user’s requirements, work plans and stages of the product and service design.

4.   Examining current systems

5.   Producing specifications for new or modified systems

6.   Liaising with other IT staff such as programmers to produce new systems.

7.   Prepare reports, manuals and other documentation on the status, operation and maintenance of software.

8.   Meeting with clients to understanding their existing information systems and their requirements for a new or updated system

9.   Creating system designs using technical specifications to meet the client's requirements.

10.    Developing a design plan that includes the various components of the information system, such as software programs and databases

11.    Designing guidelines for programmers to help them understand how to build the system

12.    Establishing test plans for teams to run to ensure the system functions correctly

13.    Troubleshooting and finding solutions for any issues that occur with the system

 

 

Specifications

a)    Degree in a technical or IT subject, or experience from a related role,

b)   Experience installing, configuring, documenting, testing, training, and implementing new applications and systems,

Soroti Regional Referral Hospital affirms commitment to be the outstanding user of the Integrated Hospital Management Information System (iHMIS)

The management of Soroti Regional Referral Hospital has vowed to be the supreme executor of the Integrated Hospital Management Information System in their hospital business processes. This, they affirmed during a Monitoring and Evaluation engagement meeting with the management of the Integrated Intelligent Computer Systems (IICS Technologies), the computer scientists who researched, engineered, developed and are implementing the system in all government health facilities. 

Dr. Watmon Ben the Director of Soroti Regional Referral hospital, who had been transferred to the health facility from Moroto regional referral hospital a fortunate ago, was excited to establish that the current statistics placed his facility on top of the rest in which the iHMIS had been deployed.

The system that was deployed in Soroti in April 2021 has since realized sublime progress in its usage and their regular feedback to the IICS Technologies team has facilitated systematic and suitable modifications of the modules by the IICS Technology team. 

Inadequate hardware, owing to the large size of the hospital and intermittent network failure are some of the eminent challenges the health facility encounters. However, the Principal Clinical Officer Dr Barmas Henry who in his submission stated iHMIS had so far brought forth much relief of the tedious manual capturing of data on paper by introducing an electronic patient record creation, downplayed the challenges as meager compared to the enormous efficiencies the system brings about. He further reiterated that iHMIS had progressively improved and that the, hospital had recorded substantial gains. 

“One of the advantages is that our physicians are able to know their patients, track and monitor all their journey throughout the facility, yet previously one had to do so manually by allocating one of the staff members to follow them around.” remarked the Principal Clinical Officer. 

The Managing Director of IICS Technologies Dr Silver Kiyemba made it clear that the effort to hold the monitoring and evaluation arrangement was to understand from the facilities what has worked and also bring to light some of the hindrances users encounter with the system.  “We are here to among other things explore the possibility of piloting going paperless and highly performing hospitals mentoring others, as well as the possibility of creating avenues in which health facilities share success stories enabling them to always learn from each other,” said Dr. Kiyemba.

Dr. Silver Kiyemba also said that the process of integrating the Integrated Hospital Management Information System (iHMIS) with the National Identification and Registration Authority is in advanced stages and once completed will resolve all issues related to data entry. Once a patient approaches the registration point their National ID details are entered into the system or their fingerprints are scanned in case they forgot theirNational Identification Number (NIN) and the system will seamlessly retrieve accurate details from the National Identification Register.  

Other engagements were held at Iganga General Hospital and Mbale Regional Referral Hospital in which experiences were shared and acknowledged.

Parliament lauds IICS Technologies for its adept innovativeness

The parliamentary committee on health was delighted to learn that there’s an effort by Ugandan information Techs to design, engineer and implement solution based softwares to improve public service delivery.  The Integrated Hospital Management Information System (iHMIS) which is being implemented at government hospitals was applauded as a revolutionary innovation that efficiently addresses salient issues in the health sector. The issues were said to be sometimes propagated by staff such as absenteeism, drug theft, over stocking or over ordering of medicines as well sporadic loss of medical records.

The legislators noted that the health sector management suffers from artificial tendencies occasioned to self-benefit workers at the expense of patients and tax payers. While citing some examples Hon. Ruth Lematia a directly elected woman Member of Parliament, Maracha County articulated that, some medical workers connive to work for a few days in a week while covering up for each other once pressed for answers. “Seeing that this system; records and monitors real time staff attendance and duty task at the health facility, it’s a great innovation that must be supported at all costs”, she said.  

Hon Engineer Irene Muloni a former Minister of energy and Mineral development freely expressed her thoughts about government expenditure to be saved from the system usage once deployed in all health facilities in the country including health centers II parish level.  “This system is really excellent; it’s going to help improve efficiency, cut costs and minimize losses” and she further added that she’s “really excited about the system because she has no doubt about the use of computer based systems in solving problems. 

Dr. Silver Kiyimba, the Principal Investigator-Integrated Intelligent Computer System (IICS Technologies) the implementing agency of iHMIS presented a live impression and functionalities of the system at random hospitals chosen by the committee. Astounded by the real time viewing of how patients were being attended to and the duration each medical worker spent on a patient, as well as some of the most requested for medicines at specific hospitals, the committee recommended an expeditious implementation of the system country wide.

The committee was humbled by Dr. Silver Kiyimba’s humility to honor the president’s call to leave the UK to come and create IT based solutions that enhance public service delivery in Uganda. He was flanked by Hajj. Abdul Nsubuga, PMP. the Project Manager, Mr Solomon Ssendigya, the Head Business Development & Strategy as well as other officers from IICS Technologies.

IICS Technologies team holds an Integrated Hospital Management Information System Review

In a bid to asses and get a deeper understanding of the progress attained since the Integrated Hospital Management Information System (iHMIS) was deployed in some health facilities, China-Uganda Friendship Hospital in Nagura held an engagement meeting with the IICS Technologies team.

Dr. Batiibwe Emmanuel Paul the Hospital Director while chairing the meeting drew examples from his past experiences in other countries noted that; any system that seeks to ease work of an administrator ought to be embraced and supported despite the challenges that may prevail.

He led a team of hospital administrators, clinicians, senior nurses, pharmacists among others, who on their part highlighted the importance of different unique system modules. However, the occasional breakdown of network impedes the functionality of the well intentioned system, they said.

Hajj Abdul Nsubuga, the Project Manager of the iHMIS, in response pledged to engage stake holders responsible for infrastructure and network, to find a lasting solution to the intermittent network failure. He was accompanied by Mr. Solomon Ssendigiya, the Head of Business Development and Strategy as well as Change and Development Officers from IICS Technologies.

In the implementation arrangement, Ministry of Health meets the infrastructural needs while NITA-U, provides the internet connectivity and IICS Tech shoulders the process of designing, engineering, testing, deploying, training users and maintaining the system.

Itojo, Bwera and Iganga General Hospitals embrace iHMIS deployment

The directors, Administrators and other hospital staff of Itojo, Bwera and Iganga General Hospitals have expressed joy and passion over deployment of the Integrated Health Management Information System (iHMIS).  It was exhibited during simultaneous trainings of the different system modules carried out by three parallel teams on site.

All the three health facilities attract quite a number of patients averaging to 200 on a daily basis. Automation of their services will provide an avenue for the patient’s best experience throughout the hospital journey.

Time spent during, registration, triaging, clinical consultation and the process of dispensing medicine among other functions will drastically reduce.  And members of the public are forecast to receive satisfactory management during their hospital visits.

When operationalized the Integrated Health Management Information System (iHMIS) brings to life real time hospital business practices. It challenges and empowers users to carry out their tasks in a highly organized manner, saving both time and other resources. 

In October 2020, a team was sent to the three hospitals to carry out visibility studies of the sites. The organization is now leveraging on the results of that effort to conduct the ongoing eleven days training and system deployment.

According to Hajj Abdul Nsubuga, the Project Manager for the Integrated Health Management Information System (iHMIS), the system roll out is pegged to the readiness of the health facility infrastructure, a key role that is being handled and supported by Ministry of Health and NITA-U.

Hajj Abdu further affirms that IICS Technologies is equipped with standby teams that carry out Change and Deployment as well as Systems Administration.

The Ministry of Health is scouting out, Jinja, Mubende and Lira general hospitals for the next round of deployment.
